In the mid-1970s,the City Planning Commission of Phoenix administered a program to study elements required in formulating an alternative urban forms general plan. From this activity came the urban village concept and in July 1979, Phoenix Concept Plan 2000 was adopted. This document defined the boundaries of nine Phoenix urban villages and instructed village planning committees to prepare twenty- five year concept plans. In October 1985, Phoenix General Plan 1985-2000 superseded Phoenix Concept Plan 2000.

The collection consists mostly of records generated in conjunction with a village planning program grant involving the City of Phoenix and Arizona State University. Included within the holdings are project grant files that contain budgetary and survey documents, administrative planning reports, and minutes of the various village planning committees. Of particular note is a comprehensive series of documents related to the Camelback East Village.
